They're completely admitting that it's not pure water. And "100% taste", is about the same as saying "Giving 110%." Sure, it makes no logical sense, but, lots of cliches don't.
See, I thought it was ballsy at first. Then I thought "maybe they're subtly saying "but the other 1% makes ALL the difference in the world, and that's why you want to pay for it". Then I laughed at myself for following the ad company's non-linear logic so quickly. Hey, at least I'm thinking!
