I've got two guesses: one is part of a western saddle cinch, the other thing it could be is part of a harness. But my knowledge of both of those horse activities is far enough back that I can't be certain.
It seems there are three ways to tie off a cinch at the cinch ring- with a saddle knot, with a "belt/tongue" style ring, and then, supposedly, with a hook ring. she thinks this may be a "hook ring". Obviously, this style of ring wouldn't be the most secure, but may have speed or flatness as a practical aspect in some applications (she doesn't do rodeo, or that sort of thing, so these applications aren't familiar to her).
