Modesty...rules just don't work.

It's been suggested that all the current styles of low/high-cut clothes are partially responsible for my current attraction to all things Breasts (and other womenly parts)

However, more and more, I've also been noticing women who are dressed modestly...in the jewish sense...long skirts, long sleeves, high necklines...

I'm guessing that, if there were more women in Burqahs around, I'd be ogling them, too.

We have a Muslim student who only covered her hair last year, but now covers EVERYTHING. Including her hands and feet. We asked why hands and feet, and she said that if most of you is covered up, people will look for something--anything--that's not covered. (It's true... even before she said that, I caught myself looking at her feet one day and noticing that she had socks on, which is unusual for Thailand.)

I feel as though I should be sympathetic, but in fact, I just find her kind of creepy.

I don't seem to remember wearing particularly low/high cut clothing at the time when we first met... so I don't know that I'd claim that you've been noticing people in more modest clothing "recently" [granted I wasn't quite covered tip to toe... but the vast majority of me was covered]
