I know from experience that a car won't start if the tail pipe is under water, but it will start once you get the back pressure off.

Ha! Unfortunately, said parking lot is across from where the LNG tankers come in. Even having a camera in your hand out there has been known to bring in unmarked cars from out of nowhere.
