No, not de-vulcanized (which would reduce it to powder). It has de-plasticized. However, this can be (partially) reversed by replacing the evaporated-away plastiziers. This is basically what Nu-Vinyl does. Worth a try, I suppose.
Would nu-vinyl specifically be the right thing, or just something like it? I suspect this may happen to the Rita I photographed (and asciified) for the RFC. JB, if you can testbed restoration work on yours, since it is the same source and vintage, that'd be really cool.
I imagine most similar products would work. If someone knew what the original material contained, perusing ingredient labels might be enlightening. Otherwise, perhaps some spot testing might be useful. It will likely take a while for the volatiles to migrate back in (it took a while for them to evaporate out), so patience is called for.
