If I ruled the world, the two inbound lanes of Route 2 East would split into two distinct exit ramps before the bridge even starts. The left lane is for Route 16 East; the right line is for Route 2 East; anyone crossing from one to the other, or blocking Route 2 while waiting for Route 16, is towed, ground to pulp, and used to fill potholes.
Also, the lane from Alewife Station onto Route 2 West would be its own dedicated [elevated?] lane and not have to merge with the faster-moving people coming from Fresh Pond.
And if they fixed the Lake St traffic light, maybe Lake St could handle more volume and take some pressure off of Rt 16.
