No matter what I do, puppet won't make users/groups.

I don't know how, but you have an ordering problem: the user is not created when usermod is run to add the group. Test it out with just the useradd?

But... the group doesn't exist as yet and needs to before the user is added to it, no? Really, I'd think I need to get the group thing fixed 1st?
(and note that the usermod - which is the only thing logged as running - is trying to do the password change...)

I tried pulling the 2 halves of the class sequentially and nothing changed.

(Well, ok, I had to take out the group dependency from the user stanza. :)

I never imagined this to happen but I ended up switching back to cfengine from puppet.

I never worked with CFEngine and have heard nothing but horror about the learning cliff... and changing the infrastructure here over would be... more than I have time for, by a long shot.
